New York wants mandatory insurance for gun owners.
Bill S4868 would force every gun owner in New York to purchase and keep a $1 million liability insurance policy. Law enforcement and active military are exempt from this requirement.
In the section titled “Justification”, the bill states:
Injury and death by gun has increasingly become a problem in the U.S. and in New York State. In the wake of recent mass shooting incidents in Aurora, Colorado and Newtown, Connecticut; there has been a nationwide attention on gun control and public safety.

According to FBI Crime Report, there were 445 firearm murder in New York in 2011 and 517 firearm murder in 2010. However, there is little attention on the economic impact these shootings have on the victims and their families.
This legislation mandates that prospective gun owners obtain and maintain liability insurance policy before owning a gun. With this insurance in place, victims of gun accidents and violence will be compensated for their medical care. It is also noted that this insurance policy will incentivize gun owners to implement safety measures when handling guns.
New York gun laws are some of the strictest in the nation, with no specific language that points to a right to bear arms. As a result, New York is in last place according to Guns & Ammo Magazine rankings for most gun-friendly states.
