Foster Parents Charged with Multiple Counts of Sodomy on Child Younger than 11
A couple formerly from Watertown, New York, have been arrested and charged with multiple counts of sodomy on a victim younger than 11-years-old, according to a news release on Friday from New York State Police news.
Daniel Kemp, 49, was charged with four counts of sodomy in the first degree, a class “B” felony. Shanynn L. Kemp, 50, was charged with three counts of Sodomy in the first degree of a victim under the age of 11 years old, according to the Watertown Daily Times in New York.
The arrests came after a join investigation with New York State Police and the Fort Bragg Investigation Command, located in North Carolina.
Daniel and Shanynn L. Kemp were foster parents in Jefferson County between February 1998 and December 2000, police said.

Approximately 530,000 children in the United States live in foster care at any given time. A 2015 study by John Hopkins University found that children who are in foster care are four times more likely to be sexually abused than other children not in this setting. Additionally, children who are in group homes are 28 times more likely to be abused than children not living in these homes.
Foster care agencies are required to vet foster parents by doing extensive background checks, but some potential foster parents do slip through the cracks. In some cases, foster care agencies or specific agents within the system may be held liable for placing the child in a home where the child is later sexually abused. Other foster care agencies are state governmental programs and may have immunity from such lawsuits.
